The Health and Safety Executive (HSE) has unveiled new guidance so that the Local Authorities are more aware of their legal responsibilities when they hire waste collection and recycling services.

In May last year, a teenager went inside Cornelly Quarry in Bridgend and got severely hurt due to falling from a height. His elbow and wrist were fractured and his pelvis was badly broken. In fact, according to HSE, the injuries could have been worse after such a fall.

HSE found that the owner, Tarmac Ltd, was also at fault for this accident as it did not have proper barriers to keep away outsiders. There used to be a very thick hedge between the boundary of Cornelly Quarry and Heol-y-Splot. However, Tarmac Ltd was planning to expand the quarry, and for that purpose it had removed this hedge. It was replaced by soil banks that proved to be insufficient protection. It was very easy for people to climb and get in due to absence of the hedge.

Thus Tarmac Ltd was charged for the violation of Regulation 16 of the Quarries Regulations 1999 and it pleaded guilty before Cardiff Crown Court. The court sentenced the company to monetary punishment of £10,000. The company has also been asked to pay costs of £6,930.85.

There have been two more such cases recently. HSE Inspector Alan Strawbridge commented on the tendency of people, especially the youngsters, of getting into quarries for fun. He stated that it is illegal and unsafe. The public must understand that they should not do it, at least for their own safety.

Strawbridge also said that the quarry owners also should learn to do proper risk assessment and prevent unauthorised access. The measures taken in the present case were not enough and they were temporary, and this led to an accident.
